RSBY Takes Decision to migrate to 64kb Smart Cards

Ministry of Labour and Employment, Government of India has taken a decision to move from current 32kb smart cards to 64kb smart cards in a phased way. From April 2012 identified set of districts will start issuing 64kb smart cards. All the other districts will migrate to 64kb over next 12 months.

Specifications of new Enrollment software have been released by MoLE and new enrollment software will be ready from April 2012.

MoLE has decided that now the Transaction Software will be prepared at the central level and will be provided free of cost to all the Insurance Companies. This Transaction Software is being prepared at present and will be released by April 2012.

It has also been decided that all the Smart Card Service Providers will need to be accredited by Quality Council of India and they need to apply by end of February 2012 and get the accreditation by 15th March 2012.

  1. That is a very nice move. It will ensure uniformity in process and bring in more transparency and smooth-en of transaction interoperability amongst various Ins. companies and TPAs across the nation.
The system needs to be more accountable too. There needs to be availability of a system of maintaining real time status of Providers (Hospitals),in the RSBY website(or else), so that they can log in and get instant update of status of claims ,account statement, amount of work done, status of complaints (if any),status of any pending pre hospital authorization, etc.
They should be able to interact with Ins Co/TPA , SNA and MoLE via the same system and there should be time framed accountability to reply/acknowledge (with a number allotted ) to any problem/complaint submitted (24x7-365 days,as hospitals work 24x7) .Similarly authorization for unlisted packages can be asked for in the system itself.
Presently there is no accountability of emails sent.Providers receive a reply at the will of Ins.Cos./TPA.They never receive any proper and timely acknowledgement for any communication sent.Neither they receive any regular details/statements (patient wise, date wise ) of claims processed. If required any case details (EMR or scanned copies of paper case records)can also be uploaded for verification in the system itself.

    1. Dear Jayant Thank you for your very important comments. We are working on a detailed Grievance redressal online system whereby all the complaints can be tracked online and that will be ready hopefully in next 1-2 months.
